I object to both of the plans proposed by His Grace The Duke of Buckingham, as neither of them gives us the security on which we showed greatly rely; it is of a very unsatisfactory character.
It seems to me that the plan last adopted is the best, that is – To fix in Council the amount to be paid, to give notice of the amount so fixed – and to select in Council from the parties tendering the person most eligible in respect to security and
